Until last year a transfer of IP-blocks between ISPs in the RIPE NCC (Europe) region was only possible if these blocks were free of end-user assignemnts. For an important customer project it was required that a block that is heavily in use gets transfered between ISPs.

Our CTO Sascha Pollok suggested a change of this transfer policy to the RIPE community and also presented the possible change at the RIPE meeting in Athens. The so-called policy proposal was accepted by the community so that the RIPE NCC was able to implement the change into their processes this January.
